Contract to run Clevedon Market

Clevedon Town Council is seeking a contract to run the Thursday Street Market in the centre of Clevedon.
The Market was established in 2007, and is run under planning permission awarded in 2007 for a one day street market. It has been managed on behalf of the Town Council since that time. The contract is due for renewal on 31st August 2017. The Town Council is looking for a company, organisation or individual to operate the market as from 1st September 2017 for 5 year term. 1st September 2017 to 31st August 2022.
The specification being
To manage the day to day running of the market
To employ a designated market manager
To advertise and promote the market amongst Market Traders
To advertise and promote the market to residents and visitors
To support and encourage start-up businesses
To set and collect the rents
To ensure that the traders, and the market, operate within the regulations as laid down in statute
To provide the Town Council either an agreed % of the gross income or a set amount per quarter.
Please provide a business plan and tender explaining how you would operate the market, the rental policy and the proposed detailed financial outcome for the Town Council. Please note there is currently a Market Manager employed by the current contractor which may fall under TUPE regulations.
Please provide the plan and tender by NOON on 29th April, these will be considered by the relevant committee and a recommendation made to council on 7th June; subject to approval the contract will be awarded on 1st July for commencement on 1st September.
